§ Mr. PrescottI intend tomorrow to lay before the House a paper describing new forms of local governance, and including a draft of a Bill making provision for them. If enacted, the Bill would transform local government's political management structures and ethical framework. Local people would be able to choose forms of local governance with strong leadership for communities, powerful roles for all councillors, and high standards of conduct.
