To ask the Secretary of State for the Environment, Transport and the Regions what steps he is taking to eliminate the setting of artificially late expected arrival times at destinations by train operating companies where the object is to meet punctuality targets. [76516]

Passenger Service Requirements (PSR) in franchise agreements prescribe maximum journey times based on pre-privatisation practice. Train operating companies' timetables must comply with PSRs.
