Member for Spelthorne (Mr. Wilshire) on 23 February 1999,Official Report, column 231, in accordance with normal convention my Office received advance embargoed copies of the report from the Foreign and Commonwealth Office at approximately 08.30 hours on Tuesday 9 February, the day the report was published.
