To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the current instructions issued by his Department to entry clearance officers on the admission of supply teachers on working holidaymaker visas, giving the date they were introduced and the criteria and reasons for their introduction. [holding answer 16 February 1999]Instructions on the requirements to be met to qualify for entry clearance as a working holidaymaker (WHM) are contained in Chapter 20 of Diplomatic Service Procedure Entry Clearance Volume 1 which is available in the Library of the House. A specific concession has been incorporated in the instructions to enable supply teachers to take advantage of the WHM scheme, under certain conditions. Provided applicants meet these requirements they may take employment as a supply teacher.

The timing and policy reasons for the introduction of these requirements, as well as the terms of the concession for supply teachers, are a matter for my right hon. Friend the Home Secretary.
