§ Mr. MeacherThe Government's proposals for giving people greater access to the countryside are set out in our "Framework for Action" which my Department published on 8 March this year. We do not expect them to have major financial consequences but we have made clear that, where appropriate, resources will be made available to the relevant statutory agencies to cover costs arising from the new legislation.
