What has been (a) their definition, and (b) NATO's definition, of "military-related" as applicable to targets in Yugoslavia. [HL3611]

The phrase "military related" attracts no special definition but, in the context of the NATO-led air campaign, it should be interpreted in the light of the principles of international law.
