To ask the hon. Member for Roxburgh and Berwickshire (Mr. Kirkwood), representing the House of Commons Commission, if he will make a statement on the Report of Mr. Michael Braithwaite on the Review of Management and Services to the House of Commons Commission. [93530]

On 26 October 1998, Mr. Michael Braithwaite was invited by the House of Commons Commission to undertake a review of the system of management and decision-making responsibilities for services to the House which was set up following the inquiry in 1990 by Sir Robin Ibbs.

The Commission has considered the Report of the team lead by Mr. Braithwaite at three meetings, the last of which was on 19 July. The Report was published today as House of Commons paper 745.

The Commission is grateful to Mr. Braithwaite and his colleagues for reporting fully on the complex issues referred to them and for their constructive recommendations. The team considers the proposals in the Report provide a coherent framework for building on the Ibbs Report's recommendations on management, financial control and decision-making in the House.

The Commission welcomes comments from Members, staff of the House and others which should be addressed, in writing, to the Secretary of the Commission.
