To ask the Secretary of State for Health if he will state the costs to the NHS of(a) the legal and administrative arrangements for the selection to the vacant general practice formerly held by Dr. Moor of Wigrove Road, Fenham, Newcastle and (b) subsequent locum and other temporary arrangements after Dr. Moor's resignation. To ask the Secretary of State for Health when Dr. Moor resigned from his general practice in Wigrove Road, Fenham, Newcastle and what was the date of each subsequent(a) advertisement of the practice, (b) selection panel hearing and (c) appeal hearing. [92235]

Mr. Denham

Dr. Moor resigned from his practice in Wingrove Road, Fenham, Newcastle on 31 March 1998.

The advertisement for the practice vacancy appeared in the British Medical Journal on 30 January 1998.

Selection panel hearings have been held on the following dates:

  • 27 and 28 February 1998
  • 2 October 1998
  • 21 July 1999.

There have been no appeal hearings to date.

To ask the Secretary of State for Health for what reasons he directed the advertising of the vacancy to the general practice formerly held by Dr. Moor of Fenham, Newcastle to be made a second time; and how many NHS patients were on the practice list at the time. [92236]

Mr. Denham

An appeal on a point of law by an unsuccessful Partnership was made against this practice vacancy and was subsequently upheld.

Accordingly my right hon. Friend the Secretary of State instructed the Health Authority to select a fresh selection panel to reconsider the original applications in accordance with Regulation 17(11) of the General Medical Services Regulations 1992.

There were 3,393 patients on the practice list at the time the vacancy was declared.
