The Cologne European Council on 3–4 June decided that an Inter-Governmental Conference should begin in early 2000 to prepare the Union's institutions for enlargement.

Preparations for the IGC are now beginning. We expect the Finnish Presidency to hold meetings at both official and ministerial level in the coming months.
