I refer the right hon. Member to the answer I gave on 23 June 1999, to my hon. Friend the Member for Blaenau Gwent (Mr. Smith),Official Report, columns 405–06, which lists the proposals due for discussion at the Environment Council in Luxembourg on 24–25 June.
