Mr. Jon Owen JonesIn July 1997 a joint Welsh Office and Welsh Local Government Association Project Group was established to develop and promote best value in Wales. This group also includes representatives from the TUC, CBI, Audit Commission, District Audit Service and the voluntary sector.
The group has commissioned a 2 year evaluation study to test the best value policy framework. All 22 authorities, a combined fire authority and a police authority are now participating in this study which is being independently assessed by the Cardiff Business School. The work being done as part of the study will help the Assembly make orders and draw up guidance on how best value will operate in Wales.
Each month this group meets the best value Project Managers from the study authorities to monitor progress and discuss policy issues arising from the study.
The group has recently started a best value monthly newsletter. I enclose a copy for my hon. Friend to see. It is also currently negotiating the establishment of a best value website.
In addition to this work, I am undertaking a series of visits to local authorities to promote best value and discuss progress with the study.
My first visit was to Flintshire on 19 January. I also addressed a best value conference at a Neath Port Talbot on 15 January and will be speaking at another best value conference organised by the Audit Commission on 23 March.
