§ Mr. SpellarThe European Commission has made clear, in its recent report on Turkey's progress towards EU accession, that the strengthening of democratic institutions and civilian control of the military are vital components in bringing Turkey closer to its aspirations for full membership. We will continue to work with Turkey on this issue.
