§ The Prime MinisterThe Treaty of Amsterdam covers a number of areas of Community competence, some of which may in time require the setting up of working groups to produce reports and recommendations on legislative proposals from the European Commission. It will be for the Committee of Permanent Representatives to decide in each case whether a Council working group needs to be established. Changes may also need to be made to the mandate of existing working groups.
