§ Mr. PrescottThe central theme of my visit to China was the environment. I was accompanied by a water industry trade mission and held talks with Zhu Rongi, Wu Bangguo and other senior Chinese leaders on climate change, water and other issues. All the talks were marked by warmth and goodwill, with excellent access to Chinese thinking on the issues we discussed.
On climate change, we had a useful in-depth discussion. The Chinese confirmed they were committed to a range of policies whose effects would limit the rate of growth of greenhouse gases. They agreed to an informal dialogue on climate change and indicated a willingness to co-operate more closely with the UK in related areas. Further talks between officials took place last month. These exchanges are demonstrating the kind of trust between key developed and developing nations which is essential to keep the negotiations on climate change on track.
The Chinese have accorded high priority to the provision of water and waste water services. They are suffering severe shortages, and climate change could make these worse. There is recognition at the highest levels that their aims can be achieved only with the help of the private sector and foreign expertise. Following my visit, I am exploring new ways in which we might assist the process, to help the Chinese learn from UK experience and to provide new opportunities for UK companies.
During the visit, we achieved a major success on air services with confirmation that a new agreement between Britain and China would go ahead, opening Shanghai to British carriers for the first time and providing extra services to Beijing for British airlines.
In other areas, I received confirmation of a freight forwarding licence for P&O.
My visit and discussions laid the ground for my right hon. Friend's visit earlier this month.
