To ask the Secretary of State for Scotland if he will list the amount each further and higher education college in Scotland has acquired from the Scottish Office budget in each year since incorporation in(a) cash terms, (b) real terms at 1998–99 prices and (c) as a percentage of their total income. The total of recurrent grant-in-aid and funding in respect of bursaries, restructuring and capital projects made available to incorporated colleges by the Secretary of State, since incorporation, in cash and real terms (at 1998–99 prices) and as a percentage of colleges' total income is shown in the following tables.

To ask the Secretary of State for Scotland (1) if he will list each of the further and higher education colleges participating in the University of the Highlands and Islands Project; when they signed contracts to participate in the project; and when these contracts(a) expired and (b) were renewed; [55002]

(2) who appointed the current principals of further and higher education colleges in Scotland; and where each current principal of a further and higher education college was previously employed; [55003]

(3) what powers (a) he and (b) the board of management from further and higher education colleges have to (i) appoint, (ii) approve or (iii) dismiss the principal and members of the boards of management from their further and higher education college; [55004]

(4) if he will list the current members of the boards of management for each further and higher education college in Scotland indicating how their appointment met the criteria of being fully representative of local interests in accordance with the terms of the Further and Higher Education (Scotland) Act 1992; [55005]

(5) how his Department monitors use of public money granted to further and higher education colleges in Scotland to ensure propriety in its expenditure; [55006]

(6) what accounts have been presented to his Department by Moray College on the use of Scottish Office funding for further and higher education since the incorporation of the college; [55008]

(7) what guidelines his Department has given to the principals and members of the boards of management of further and higher education colleges on expenses incurred by the principals and members of the boards of management; [55009]

(8) what is the expected deficit for Moray College for the years (a) 1997–98 and (b) 1998–99; [55010]

(9) what guidelines his Department has issued to the principals and members of the boards of management of further and higher education colleges on employment and personnel appointment procedures, with particular reference to guidance on the employment of family members; [55011]

(10) what guidelines must be followed by the boards of management of further and higher education colleges on the payment of performance-related pay and bonuses to college managers when the college is running a financial deficit; [55012]

(11) if he will investigate the alleged link between adhesive arachnoiditis and the use of Myodil; [55037]

(12) if he will fund the greater use of chronic pain management programmes for sufferers of adhesive arachnoiditis; [55039]

(13) what reassessment of the "Higher Still" reforms has been made since May 1997; [55014]

(14) what changes his Department has made to the requirement for young offenders to be tested for drugs; and what plans he has to require young offenders taking drugs to undertake treatment programmes; [55016]

(15) how much money has been paid by his Department to Moray College for special needs education in each of the years since incorporation expressed in (a) cash and (b) real terms based on 1998–99 prices; and what audited accounts he has received from Moray College on how this has been spent on special needs education; [54999]

(16) what procedures he has in place to ensure that money granted by his Department to further and higher education colleges for special needs education is spent properly; [55000]

(17) what (a) guidelines and (b) statutory procedures must be followed by the boards of management of further and higher education colleges when consulting staff and union representatives on management and staff restructuring within the colleges. [55049]
