§ Mr. Andrew SmithFollowing the announcement made by the former Secretary of State for Wales on 29 February 1996,Official Report, columns 1035–37, officials have been discussing the arrangements for transfer of the administration of Welsh European Social Fund programmes to the Welsh Office. Some functions have already been transferred and as soon as the financial arrangements have been agreed the rest will follow. We aim to have these arrangements completed as soon as possible.
