§ Mr. MacdonaldDetailed guidance for local authorities on the implications of the Home Energy Conservation Act 1995 was set out in the Scottish Office Development Department Circular 40/1996. It was issued on 27 November 1996 shortly before the Act came into effect in Scotland. Copies have been placed in the Library. Guidance on best practice is to be issued and copies will also be placed in the Library.
