Whether they expect to be able to announce acceptance of the first Optional Protocol to the International Covenant on Civil and Political Rights by 10 December 1998 (the 50th Anniversary of the Universal Declaration of Human Rights). [HL3521]

Her Majesty's Government's review of the United Nations Optional Protocols and Mechanisms is still under way. We hope to announce the outcome of the review by the end of the year.
