§ Angela Eagle[holding answer 18 May 1998]: The Building Research Establishment was principally commissioned to:
- 1. Review the information and advice presented in the Department's current Lead in Paint leaflet (published March 1984), specifically with regard to modem methods of safe removal of leaded paint, taking into account waste disposal aspects and liaising with English Heritage, the British Coatings Federation and any other interested parties to be identified following discussions with the Department.
- 2. Draft the test for a revised edition of the leaflet and liaise with the Department in its production.
A subsidiary part of the commission was to:
- 3. Review the current situation regarding the presence of old leaded paint and its potential impact on human health in other countries of the European Union.
- 4. Review the impact in the other countries of the European Union of the derogation in the European Community Marketing and Use Directive (89/677/EEC) allowing limited use of lead paint in certain historic properties, works of art and scheduled monuments.
The final report should be submitted to the Department in July 1998. A copy will be placed in the House of Commons Library. It is now intended to publish the revised version of the leaflet on lead in paint by the beginning of June.
