§ Dr. WhiteheadTo ask the Secretary of State for Education and Employment if he will set out the formula for funding sixth-form pupils(a) continuing in the sixth forms of secondary schools and (b) transferring to sixth form colleges at age sixteen. [33996]
§ Dr. HowellsMaintained schools receive funding for sixth form pupils on the basis of a formula devised by the LEA as part of its Local Management of Schools (LMS) scheme. Under LMS arrangements, the bulk of funding is allocated on the basis of pupil numbers. In most cases this funding is weighted for age, with other factors to provide additional funding for schools in particular circumstances. In a small number of cases, LEAs also allocate different levels of funding to reflect the costs of particular courses undertaken by sixth form pupils. Funding for sixth form colleges is allocated through the funding methodology employed by the Further Education Funding Council. Each student attracts a number of units for the college, reflecting in particular the course being followed by the student. The college also receives units for providing the student with appropriate pre-enrolment guidance and for the student's eventual achievement.
