§ Clare ShortThis Government like all responsible governments condemn state sponsorship of terrorism. Where the policies of other governments make a development partnership with them impossible, but where effective help can be given directly to poor people, it is my Department's policy to deliver development assistance through alternative channels, including community based and non-governmental organisations.
