§ Mr. StrawArticle 7 of the European Convention on the Suppression of Terrorism requires that any such matter be referred to the United Kingdom prosecuting authorities for consideration. Article 7 also requires that their decision to prosecute be taken in the same manner as in the case of an offence of comparable seriousness alleged to have been committed in the United Kingdom.
