§ Ms Quin[holding answer 2 March 1998]: The numbers of incidents of self harm reported by Prison Service establishments in the relevant years are set out in the table. There are a number of factors that are responsible for the uneven pattern of the figures in the table, across establishments and time.
Local prisons, owing to their role as reception and allocation centres, tend, in general, to have to deal with more difficult prisoners, including those likely to self harm. Also a single prisoner can generate a large number of self harm incidents in any one year. The table shows that the rise in the number of incidents from 1994–95 to 1995–96 had been partly reversed in the following year.
