To ask the Secretary of State for the Environment, Transport and the Regions what representations he has received regarding traffic congestion in the Kingskerswell area of South Devon; and if he will make a statement. [34034]

During the consultation on the Roads Review, my Department received seven representations, including ones from Devon County Council and Torbay Borough Council in favour of a Kingskerswell Bypass. We have also recently received three representations from organisations representing local business interests, supporting the project.

Following the decision in November 1996 to withdraw the scheme from the trunk road programme, Devon County Council has been looking at how it can take forward a bypass as a local road scheme under the Private Finance Initiative. On 17 November Devon County Council submitted a summary report outlining a private finance project to include the Kingskerswell Bypass.
