§ Mr. Raynsford[holding answer 6 March 1998]: Planning Policy Guidance note 2 sets out the types of development which are not inappropriate in Green Belts. There remains a general presumption against inappropriate development which is harmful to the purpose of the Green Belt. The fact that land is entirely surrounded by buildings does not mean that development on that land is appropriate, or that it will have no impact 10W on the Green Belt. Application of the guidance in PPG2 is a matter for local planning authorities taking account of the individual circumstances of each case.
