To ask the Secretary of State for Foreign and Commonwealth Affairs what place is given to human rights in the programme of training supplied by the United Kingdom for foreign police and military personnel; and what research he has(a) commissioned and (b) evaluated on its effectiveness in improving the human rights record of the countries concerned. The FCO's programme of training for foreign police and military personnel, Assistance to Support Stability with In-Service Training (ASSIST) promotes respect for international human rights standards through training which features human rights both as a distinct discipline and as an element of broader training courses.

The programme will be evaluated internally at the end of the current financial year against the criteria announced in my Answer to my hon. Friend the Member for Chorley (Mr. Hoyle) on 26 March 1998, Official Report, columns 235–36.
