To ask the Secretary of State for Scotland if he will list the responsibilities in respect of the(a) regulation of and (b) payment of subsidy to the railways to be transferred to the Scottish Parliament. [43132]

Under the Government's devolution proposals all matters relating to the regulation of the railway are to be reserved to the UK Parliament. We propose, however, to give appropriate oversight of Scottish passenger rail services to the Scottish Executive including the responsibility for funding passenger rail services which start and end in Scotland.
