To ask the Secretary of State for Culture, Media and Sport if he will evaluate the preservation and display of sites of archaeological significance in the vicinity of new public buildings in Cologne. [42009]

Mr. Fisher

No. I am aware that German law requires city authorities to aim to preserve archaeological monuments as much as possible, that there is a lot of public debate in Cologne about the preservation of sites, and that various solutions have been found for incorporating parts of remains into new buildings. In the UK, planning guidance stresses the importance of identifying potential archaeological remains at an early stage and that there should be a presumption in favour of in situ preservation of important remains which as in Cologne, can involve their incorporation in new developments.
