§ Ms QuinProbation service budgets for 1997–98 were decided by the previous Government and announced to services before that financial year began. We adhered to those budgets after the General Election in line with our commitment to maintain public spending in 1997–98 and 1998–99 in accordance with the previous Government's spending plans.
