To ask the Secretary of State for Health if he will make a statement on the circumstances under which a patient may be removed from a general practitioner's list and on the healthcare arrangements which are available to patients who are not registered with a general practitioner. [43160]

General practitioners' terms of service provide that a doctor has the right, subject to certain necessary safeguards to ensure ongoing necessary treatment is not disrupted, to remove patients from their list without giving a reason unless they are seeking immediate removal due to an act or threat of violence in which case a complaint has to be made to the police.

General practitioners' terms of service also require that, unless they have been specifically relieved from such responsibilities, they provide healthcare to any person to whom they may be requested to give treatment which is immediately required owing to an accident or other emergency at any place in their practice area.
