To ask the Secretary of State for Wales if paragraph 69 of Fair Funding: Improving Delegation to Schools gives local education authorities the power to compel schools with surpluses to participate in loan schemes. [53893]

No. The terms of any loans scheme operated for schools will depend on the financial controls in the schemes that LEAs are required to prepare under section 48 of the School Standards and Framework Act 1998. These schemes are subject to the Secretary of State's approval.
