I have been asked to reply.

The Government are consulting on the regulation of early education and day care, including the scope of services which should be regulated. The aim is to produce a system of regulation which supports the development of a national childcare strategy but also meets the needs of children and families for safe and high quality day care. We will announce our proposals once the responses to the consultation, which ends on 31 July, have been considered.
