1. The figures for 1996–97 take account of local govnernment reorganisation.

2. The expenditure figures have been derived from LEAs' General Fund Revenue Account returns. They include a share of certain items, notably capital expenditure charged to the revenue account, which cannot be apportioned to individual services.
