§ Lord Clinton-DavisThe Government do not believe that any useful purpose would be served at this time by investigating whether, and if so how, Mr. John Edmonds obtained a copy of the Executive Summary of the Low Pay Commission's Report prior to its publication. There would be no effective means of establishing which particular copy of the report might have been leaked or by whom.
