§ The Prime Minister[holding answer 26 January 1998]: The Ministerial Code makes clear that I expect all Ministers to work within the letter and spirit of the Code; that it is for individual Ministers to judge how best to act in order to uphold the highest standards; and that they are accountable to Parliament for their conduct.
