To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Her Majesty's Government's policy in relation to the conditions of mentally and physically handicapped children in institutions in Greece.

We have discussed the treatment of mentally and physically handicapped children with the Greek authorities. The Greek Health and Welfare Minister announced on 20 January that a bill was currently being drafted to reform the welfare system in Greece. The Greek Under-Secretary for Welfare has said712W that the national welfare system (PIPKA) is to be merged with the children's foundation (MITERA), so that services can be better organised.
