§ Baroness Symons of Vernham DeanIf Saddam Hussein reverted to a policy of obstructing UNSCOM operations, as witnessed in November, this would be a clear breach of Iraq's obligations under Security Council resolutions. We would continue to pursue a diplomatic solution but could not rule out military action as a last resort.
