§ Ms Glenda JacksonThe original published design of the proposed photocard driving licence which appeared on the consultation document issued in August 1994 did not contain the Union Flag. Inclusion of a national flag arose when proposals were put forward in August 1996 for a joint identity card/driving licence. Those proposals are not being pursued.
