§ Clare ShortOver the last three years we have committed £240 million bilateral aid to health care, education and clean water in Africa and of this we have so far actually spent the following amounts:

Friend, the Prime Minister, announced that we would increase by 50 per cent. our commitments on basic education, health care and clean water over the next three years. We intend, therefore, to commit at least £360 million over the next three years to meet these targets.
