§ Mr. McLeishThe report of the United Nations legal experts was circulated as an official document of the Security Council. The report concluded that the two Libyan accused would receive a fair trial under the Scottish judicial system. The text of the conclusions of the report was transmitted by the Foreign and Commonwealth Office to Diplomatic Missions around the world in order that they might bring these conclusions to the attention of their host governments.
