§ Mr. Tony LloydIn advance of the elections last December, the UK, with other donors, pressed for political reforms, many of which were adopted. We support the early creation of a Constitutional Review Commission, representative of diverse sections of Kenyan society, to make recommendations on further Constitutional reforms, some of which may well deal with the electoral process. We have made clear that a commitment on the part of the Kenyan Government to address this challenge within an open and democratic framework will affect our ability to offer help and advice.
