§ Mr. Robin Cook[holding answer 2 February 1998]: The factors taken into account are laid down in the Civil Service Commissioner's Recruitment Code and the Diplomatic Service Order in Council 1991 (as amended by the Diplomatic Order in Council 1994 and 1995). Copies of the Code and the 1991 Order in Council are available in the Library. I will arrange for the other Orders in Council to be placed there.
