§ Mr. Win Griffiths1998–99 revenue settlement makes no explicit allowance for millennium compliance. The Welsh Local Government Association considers that the major costs are likely to arise in 1999–2000. It intends to collect information from authorities to inform discussions on the revenue settlement for that year. These are due to begin in the spring.
