To ask the Secretary of State for Education and Employment what plans he has to pay the fourth year of tuition fees for eligible English and Welsh students beginning degrees at Scottish universities from 1998 onwards; and if he will make a statement. [27046]

Dr. Howells

Students domiciled in England and Wales who begin degree courses at Scottish universities 1998 onwards will be eligible for financial support with the payment of fees for each year of their course, depending on their parents' or spouse's and their own income. My right hon. Friend the Secretary of State has no plans for the whole fourth-year tuition fee to be paid out of public funds for all such students, regardless of income.

To ask the Secretary of State for Education and Employment at what income level EU migrant workers resident in England and applying to a Scottish university for a four year degree will be means tested for eligibility for the fourth year tuition fee. [26973]

Dr. Howells

From 1 September 1998, new entrants to full-time higher education domiciled in England will be eligible for assistance with their fees for all years of their courses. An EU migrant worker living in England who is eligible for assistance is entitled to be treated no less favourably than a UK national who is similarly eligible and living in England. It is not possible to say now what the relevant income figures will be in assessing eligibility for assistance with fees in four years' time.
