(2) if the submission of a draft white paper to the full cabinet for consideration and approval is a matter determined by the sponsoring Minister; and what factors are taken into consideration in determining if the drafts are so submitted. [39256]
§ The Prime Minister[holding answer 20 April 1998]: Paragraphs 90–93 of the Ministerial Code set out guidance for Ministers and Departments on the handling of White Papers. The guidance is exactly the same as that applied by the previous administration.
Collective consideration of draft White Papers is generally appropriate where major policy issues are raised or the proposals can be expected to be of critical importance to the public. The detailed policy contained in White Papers is normally considered and approved by members of the relevant Cabinet Committee.
§ Mr. MackinlayTo ask the Prime Minister if the proposed White Paper on industrial relations and employment law will be considered and approved by the full cabinet prior to publication.[39257]
§ The Prime Minister[holding answer 20 April 1998]: The White Paper will be considered in accordance with the normal procedures for White Papers.
