§ Dawn Primarolo[holding answer 20 April 1998]: The Welfare Reform Green Paper sets the framework for the review of disability living allowance, rather than offer detailed proposals for reform. However it makes it clear that disability living allowance will remain a universal, national benefit and as such will not be subject to a means test.
