§ Mr. Stuart BellThe Commissioners are answerable on policy and financial matters to Parliament and to the General Synod of the Church of England. Their annual report and accounts together with any resolution passed by the Commissioners with reference thereto are laid before both Houses of Parliament by the Secretary of State for the Home Department and before the General Synod by its Secretary General.
