To ask the Prime Minister when he first established,(a) for his office and (b) in public, standards relating to (i) the accuracy of information to be provided in briefings and (ii) conduct in answering inquiries for (1) permanent civil servants, (2) appointees and (3) others acting on his behalf; and what subsequent changes he has made to such standards. [holding answer 1 April 1998]: The duties and responsibilities of civil servants including special advisers are set out in the Civil Service Code, in the Model Contract for Special Advisers and in the Guidance on the Work of the Government Information Service. The principles governing the employment of civil servants and special advisers have applied under successive Administrations.
