§ Ms QuinAt present, the Prison Service is actively considering four possible sites for the construction of new prisons. These are at: Ashworth (Maghull); Belmarsh (Woolwich); Winwick (near Warrington); and Peterborough. In the case of the latter, the Service's planning application was refused by Peterborough City Council on 19 November. Formal planning applications have yet to be prepared for the other three sites.
