§ Mr. Doug HendersonNew Article K.4 of the Treaty on European Union, as introduced by the Treaty of Amsterdam, provides that the Council shall lay down the conditions and limitations under which the competent authorities referred to in Articles K.2 and K.3 may operate in the territory of another Member State in liaison and in agreement with the authorities of that state. By virtue of Article K.6, the Council must act by unanimity.
